Odd about that hospital being demolished, though -- perhaps there were too many photographers born there and they had to cover it up?
As for the flower, it is Philadelphus coronarius or Mock-Orange. This was one of several I found rowing wild at the edges of a field. I think the birds must have "planted" it so the seeds are obviously edible to birds.
It is when it is in flower that we humans appreciate it most --- it has a most delicious lightly citrus scent.
